The Difference Between Residency and Citizenship by Investment Programmes
Residency by Investment Programmes are designed to provide foreign investors the opportunity to obtain full legal residency. This residency can lead to citizenship for the investors and their entire family. What is the US-EB5 Programme?
Introduced in 1990, the United States employment expansion program is designed to allow foreign investors to help strengthen the US economy by creating jobs through business investments.
Designed for high-networth individuals, the US-EB5 Programme requires investors to invest USD 500,000 in a Regional Center Project approved by the United States Citizenship and Immigration Services (USCIS).
A Regional Center is an organisation designated by USCIS that sponsors capital investment projects for investment by EB-5 investors. Regional Centers directly benefit from indirect job creation. Additionally, they support EB-5 investors and project developers by helping them navigate the qualifying job requirements of the US-EB5 programme

US-EB5 Requirements
All EB-5 investors must invest in a new commercial enterprise, which meets the following requirements:
- Established after Nov. 29, 1990
- Established on or before Nov. 29, 1990, and meets one of the following:
- Purchased and the existing business is restructured or reorganized in such a way that results in a new commercial enterprise.
- Expanded through the investment so that at least a 40-percent increase in the net worth or number of employees occurs.
- The investment must create full-time positions for at least 10 qualifying employees.
Commercial enterprise as defined by the US-EB5 programme include any for-profit activity formed for the ongoing conduct of lawful business including, but not limited to:
- Sole proprietorship
- Partnership (limited or general)
- Holding company
- Joint venture
- Corporation
- Business trust
- Other entity, which may be publicly or privately owned
The investor must be at least 21 years old, pass a basic medical exam and background check. Additionally, the investor must provide proof of income and the source of their investment funds.
The US-EB5 program does not require previous business experience, language requirements, or education requirements.
US-EB5 Investment Fees
Investment Fees – Investor must make a minimum investment of USD 500,000 in a government approved Regional Center.
Administration and Government Fees: USD 55,000 – 60,000
Additional Government Fees: USD 3675
